To combat tax evasion among certain export companies, the Chinese government has introduced a new policy set to be enforced starting October 1st. The policy requires that all export enterprises honestly declare their taxes and obtain compliant export documentation.
Some logistics companies have already begun implementing the new requirements as of August 1st. However, since this kind of non-compliant operation has existed for over a decade—especially among small freight forwarders, some of which aren’t even legally registered—this transition period is expected to be somewhat chaotic.
We strongly recommend that you carefully select your logistics partner.
Please ensure they meet the following criteria:
Must be a legally registered freight forwarding company
Must hold a valid NVOCC (Non-Vessel Operating Common Carrier) license.
Must be able to provide a formal freight forwarding invoice
The customs declaration company must be able to provide a separate invoice for customs clearance fees.
When choosing your logistics partner, kindly confirm whether they possess these qualifications.
Additionally, shipments exceeding RMB 5,000 in value or 90 kilograms in weight must go through formal customs declaration procedures.
